The default model behind Microsoft 365 Copilot has changed — and almost no UK business has noticed. On 4 May 2026 Microsoft’s Message Center notification MC1269241 took effect and Anthropic Claude became the default model for Copilot in Excel and PowerPoint, with Word following in summer 2026 under Microsoft 365 Roadmap ID 558440. Outlook is in beta with the same direction of travel. For most of the commercial cloud, this happened automatically. For UK and EU/EFTA tenants it did not happen at all — because Microsoft set Anthropic to off by default in these regions.

That asymmetry is the whole story. A British marketing director in London writing a pricing model in Excel on 5 May 2026 received output from a different model than a colleague in Texas using the same Microsoft 365 SKU. The London director did not get the option to choose — their tenant’s Global Administrator has to opt in explicitly first, and when they do, the data processing for any Claude-generated Copilot output moves outside the EU Data Boundary. This is not a small consent box. It is one of the most consequential AI governance decisions a UK Microsoft 365 admin has had to make this year, and it has landed almost silently in the middle of Patch Tuesday week.

What Microsoft actually changed on 4 May 2026

The mechanics are simple, the implications are not. Anthropic has now been formally onboarded as a Microsoft subprocessor. The old admin toggle — which allowed tenant admins to opt in to use Anthropic models under Anthropic’s separate commercial terms and data processing agreement — has been deprecated. In its place sits a new admin centre setting at Copilot → Settings → View all → AI providers operating as Microsoft subprocessors, governed by a new AI Administrator role.

For UK tenants the toggle appears, but it is set to Off. Until a Global Administrator flips it, every Copilot prompt in Microsoft 365 in your tenant continues to run through the established OpenAI-based path. The moment the toggle is set to On, three things change at once: (1) users see UI indicators when a Claude model is in use; (2) the AI Administrator can assign access to specific users or Microsoft Entra ID security groups; and (3) Copilot in Excel and PowerPoint silently switches its default Researcher, Agent Mode, and document-agent model to Claude for those users. Word follows in summer 2026. The legacy toggle is gone — if you previously opted in under the old terms, you must opt in again under the new subprocessor model.

The UK-specific point most coverage has missed

This is not a question of whether Anthropic models are “coming to” your tenant. They have come. The toggle is in your admin centre right now. The question is whether you have made a deliberate decision about it — written down, signed off, and explainable to your auditor, your DPO, and any customer who asks where their data is being processed. Microsoft has made the geography of the decision very explicit: opting in moves your Copilot data out of the EU Data Boundary. A UK business that lets the toggle drift without a documented decision is in a worse position than one that explicitly turns it on with the right paperwork, or one that explicitly leaves it off with a board-approved reason.

The 6-month timeline that brought us here

This was not announced last week. It was telegraphed through a careful rollout that very few UK admins kept up with. The sequence matters because most of the procurement and audit questions you will be asked over the next month will reference one of these dates.

8 December 2025 — new toggle appears
Microsoft introduces a new administrator toggle for Anthropic models in the Microsoft 365 admin centre. For most commercial cloud customers it is enabled On by default. For UK, EU, and EFTA customers it is set Off by default. This is the first point at which a UK Global Administrator could have made an active opt-in choice.
7 January 2026 — subprocessor model goes live
Anthropic formally becomes a Microsoft subprocessor under the Microsoft Product Terms and the Data Protection Addendum. The legacy admin toggle to opt in under Anthropic’s own commercial terms is deprecated. Customers who had previously opted in under the legacy terms must opt in again under the new subprocessor model.
31 March 2026 — full rollout target
Microsoft completes the phased rollout. From this point Anthropic as a subprocessor is fully available across Microsoft 365 Copilot, Researcher, Copilot Studio, Power Platform, Agent Mode in Excel, and the Word, Excel and PowerPoint agents. The Microsoft Customer Copyright Commitment (CCC) is confirmed as covering Anthropic-generated output within covered products.
3 April 2026 — EU/EFTA/UK default-model setting
Microsoft introduces a new admin centre setting — Copilot in M365 apps with Anthropic models — specifically scoped to EU, EFTA, and UK tenants. This is the lever that controls whether Anthropic becomes the default model in Excel and PowerPoint for opted-in tenants in those regions.
4 May 2026 — MC1269241 takes effect
Microsoft 365 Message Center notification MC1269241 takes effect. In commercial-cloud regions where Anthropic is on by default, Claude becomes the default Copilot model in Excel and PowerPoint. UK tenants where the admin has opted in see the same change. Tenants where the admin has not opted in see no change at all.
5 May 2026 — Anthropic ships finance agent suite
Anthropic separately ships a financial services agent template suite with dedicated Claude for Excel, Claude for PowerPoint, and Claude for Word add-ins. The Word add-in is generally available. The Outlook add-in is in beta. These add-ins work alongside the Copilot integration and provide a second — and slightly different — path to Anthropic models from inside Office documents.
12 May 2026 — Patch Tuesday week, decision pressure rises
Patch Tuesday lands. The May 2026 Patch Tuesday is the last comfortable deployment window before the 26 June Secure Boot certificate cliff. IT teams are stretched thin and the Copilot AI decision is now overdue. Customers selling into regulated EU buyers begin asking explicit questions about which model produced specific deliverables.
Summer 2026 — Word joins the default switch
Roadmap ID 558440 brings Word in line. For opted-in tenants the default Copilot model in Word also becomes Anthropic. Brand-voice prompts that were calibrated against the OpenAI-based default will need to be retested against the new default. Documentation in the content-governance addendum will need to record which model produced which deliverable from this point onward.
Autumn 2026 onwards — co-existence becomes the norm
By the end of 2026 the typical UK Microsoft 365 Copilot tenant will be running a mixed-model stack: OpenAI for tasks where its strengths are well understood, Anthropic for tasks where Claude’s outputs are preferred, and the AI Administrator role actively governing access through Entra ID security groups. The decision is no longer binary; it is a routine governance posture.

What does “outside the EU Data Boundary” actually mean for a UK SME?

The EU Data Boundary is Microsoft’s contractual commitment that customer data for participating Microsoft Online Services is stored and processed within the European region. The UK has its own complementary commitments under the Microsoft Data Protection Addendum. When Microsoft says Anthropic processing is excluded from the EU Data Boundary, it means that for any Copilot prompt that gets routed through a Claude model, the geographic processing footprint is no longer guaranteed to sit inside Europe.

For a UK SME this has three concrete consequences. The first is the GDPR Article 28 conversation with your customers. If you process personal data in Excel or PowerPoint, and Copilot Excel uses Anthropic to generate output, then the relevant model run happens outside the EU Data Boundary. You need to be able to explain this in your Records of Processing Activities and in your customer-facing privacy notice. The second is the procurement question. Regulated buyers — financial services, healthcare, public sector, defence supply chain — will increasingly ask which AI model produced a deliverable. Documenting model attribution becomes part of your audit trail. The third is the Cyber Essentials v3.3 governance question: A1 (Firewalls), A2 (Secure Configuration), A4 (User Access Control) and the new A6 governance items all expect a documented, defensible position on third-party AI providers. A blank position is not a defensible position.

The UK opt-in rate so far — a low number, rising fast

From conversations with our managed Microsoft 365 customers and from public Microsoft tenant-health telemetry shared at the April 2026 Microsoft Partner roundtables, the picture for the UK SME segment is consistent. As of the second week of May 2026 fewer than one in five UK Microsoft 365 Copilot tenants have made an explicit decision either way. The rest are simply running on the default-off setting without a documented rationale, which is its own kind of risk — quieter than an active misconfiguration, but harder to defend in an audit.

Where most UK tenants are exposed today

The exposure is rarely about the model itself. Anthropic is a reputable provider with strong enterprise commitments and Claude Opus 4.7 and Sonnet 4.6 are well-tested production models. The exposure is governance: not knowing which model produced which output, not having an AI Administrator named, not having the Cyber Essentials and ISO/IEC 27001 documentation aligned with the new subprocessor model, and not having a customer-facing answer when a regulated buyer asks whether their data may have been processed outside the EU Data Boundary.

The largest line item in the envelope is rarely the regulator and rarely the legal fees. It is the single regulated customer who quietly stops renewing because your AI governance documentation does not match theirs. Default-off drift vs. an actively-decided posture

The choice in front of every UK Microsoft 365 admin this week is not really “OpenAI vs. Anthropic”. It is “drift vs. decision”. A drift posture is the path of least resistance — do nothing, keep the toggle off, hope no one asks. A decision posture is to write down what you have chosen, why you have chosen it, who signed off, and what evidence supports it. Both postures are defensible. Only one of them is defensible under questioning.

The v3.3 control framework that comes into force on 27 April 2026 explicitly expects defensible documentation around third-party data processors and AI tooling. The Anthropic-as-subprocessor decision is a textbook v3.3 evidence item. If you choose to opt in, the evidence pack needs a DPIA, an RoPA entry, a privacy-notice update, and the AI Administrator role assignment. If you choose to stay opted out, the evidence pack still needs a recorded decision and a sign-off. Either path produces defensible evidence; doing nothing produces none.

If we do nothing, will Claude start producing output in our UK tenant?
No. For UK, EU, and EFTA tenants the Anthropic toggle is set to off by default. Until your Global Administrator opts in, Microsoft 365 Copilot in your tenant continues to use the established OpenAI-based path. The risk of doing nothing is not that Claude appears unexpectedly — it is that you have no documented decision when an auditor, a customer, or your DPO asks.
Does opting in mean all my Copilot data leaves the EU Data Boundary?
Not all of it — only the portion that gets routed through an Anthropic model. The OpenAI-based path remains within Microsoft’s EU Data Boundary commitments. Once Anthropic is enabled, prompts that the user (or Microsoft’s orchestration) routes to Claude will be processed outside the EU Data Boundary. The honest framing is “Anthropic-generated output sits outside the EU Data Boundary”, not “your entire tenant moves outside the EU Data Boundary”.
We previously opted in under the old “Anthropic legacy” toggle — are we still opted in?
No. The legacy toggle — which let you opt in under Anthropic’s own commercial terms and data processing agreement — has been deprecated. The replacement is the new Anthropic-as-a-subprocessor toggle, which operates under Microsoft’s Product Terms and DPA. If you previously opted in under the legacy terms, you must opt in again under the new subprocessor model. Until you do, Anthropic is effectively turned off.
Does the Microsoft Customer Copyright Commitment still apply to Anthropic-generated output?
Yes, within the products covered by the CCC. That includes Microsoft 365 Copilot and Copilot Studio. The CCC is one of the strongest practical reasons to consume Anthropic models through Microsoft’s subprocessor framework rather than directly — the indemnity protections, enterprise data protections, and contractual safeguards run through Microsoft’s Product Terms and DPA.
Do we need to retest our brand-voice prompts before the Word default switch in summer 2026?
If you have invested in calibrated brand-voice prompts inside Copilot in Word, yes. Claude and the OpenAI-based models produce meaningfully different stylistic outputs even when given the same prompt and the same document context. A two-hour retest before the summer Word default flip will save weeks of unnoticed brand drift afterwards. Compare a representative document generated on the pre-switch default with one generated post-switch and recalibrate the prompt where the divergence matters.
Can we restrict Claude to just one team — say marketing — and keep the rest of the tenant on OpenAI?
Yes. After opting in, you assign Anthropic access via an Entra ID security group. Anyone outside the group still gets the OpenAI-based path. This is the most common posture we recommend for UK SMEs: opt in centrally, but scope Anthropic to the specific teams where it adds value (marketing, finance modelling, brief-writing) rather than enabling it tenant-wide on day one.
What is the AI Administrator role — do we need to assign it?
The AI Administrator role is a Microsoft 365 administrative role specifically scoped to managing the AI provider configuration. It can switch defaults, govern access by user or group, and approve or restrict subprocessors. We strongly recommend explicitly assigning it to a named, time-bound owner rather than leaving it implicit. In small teams that often falls to the IT generalist; in larger teams it goes to a dedicated governance or security person. Either way, the assignment should be written down.
Does our Cyber Essentials assessor care about any of this?
Under v3.3 (live since 27 April 2026), yes. The control framework expects defensible documentation around third-party data processors and AI tooling. A blank decision on the Anthropic toggle is a missing evidence item. A documented opt-in with DPIA, RoPA, and a privacy-notice update is a complete evidence item. So is a documented opt-out with sign-off. The assessor cares about evidence of decision, not which way the decision goes.
We sell into regulated EU customers — should we just stay opted out?
That is a defensible choice but not the only defensible choice. Plenty of UK businesses selling into regulated EU customers have opted in, scoped Anthropic narrowly to a small group of users, documented the EU Data Boundary exclusion in their RoPA and privacy notice, and published a customer-facing AI-governance one-pager. Their customers’ procurement teams have accepted the documented posture. Staying opted out is simpler; opting in with the right governance can be commercially worth the extra paperwork if your teams use Claude meaningfully. Either decision works — it just needs to be made deliberately.
How does this relate to the Anthropic Claude for Excel / PowerPoint / Word add-ins that shipped on 5 May?
The 5 May Claude add-ins are a separate path. They are direct Anthropic products that live inside Office documents alongside — not instead of — the Copilot integration. The Copilot path uses Microsoft’s orchestration; the Claude add-in path uses Anthropic’s direct prompting. For UK tenants, the data-residency story is the same: Anthropic processing happens outside the EU Data Boundary either way. The governance posture you build around the Microsoft subprocessor toggle will largely apply to the add-ins too — document, scope, and revisit quarterly.
